Position: Head of Enterprise PMO (Project and Program Management Office) Location: Cranston, RI - Hybrid onsite/remote Job Type: Contract Duration: 12 Months to start
Responsibilities Include: Strategic advisor to the UHIP Project Sponsor and Executive Committee on UHIP program management including:
Overseeing business case development and prioritization for both short and long-term planning,
Supporting planning and ensuring accountability to budgets in alignment with State and Federal policies and regulations across both State and Federal fiscal years and in accordance with various funding streams
Supporting and coordinating Federal reporting submissions requirements including multiple advance planning documents
Recommending options to adjust project priorities to optimize resources and budgets and to manage project portfolio risk
Maintaining governance procedures and standards
Coordinating status updates, tracking priority risks and issues and defining requirements for project metrics and reporting
Primary Manager / Point of Contact to:
The UHIP Project Sponsor and Executive Committee regarding strategic planning, business prioritization, project decisions and risk / issue escalation. This includes gathering all relevant status updates and developing metrics and KPIs to enable informed, timely decision making by the UHIP Executive Committee for all UHIP related matters including:
UHIP program governance activities and changes
Production incidents
Application maintenance and enhancements (release planning)
Business/agency Application staff resourcing
UHIP vendor management
UHIP IT related vendor contracts and procurement
Systems integration vendor (w/ 400+ resources including onshore/offshore model).
Director of all activities and functions of the UHIP Application Management team, which currently includes 7 members
Directs the day-to-day activities of the (1) Contract Manager ensuring compliance with the terms and conditions of all vendor contracts associated with the maintenance and operations of the integrated eligibility system
Directs all activities and functions of the UHIP Enterprise Project Management Office including the following day-to-day activities of the (3) Project Managers:
Defining and measuring program-level business outcomes
Developing business cases in support of enhancement and service requests
Ensuring business requirements are met through the solutions delivered by the UHIP IT vendors
Oversight of incident and problem management including assessing the impact of incidents and defects to ensure top priority issues are incorporated into release planning activities
Communicating program level risks & issues, developing mitigation plans and escalating when appropriate
Creating detailed work plans to track progress to key milestones
Directs the day-to-day activities of the (1) Release Manager regarding application release planning and execution
Directs the day-to-day activities of the (1) Testing Manager regarding user acceptance testing planning and execution
Additional examples of responsibilities include:
Providing tools, templates and dashboards to assist the business in prioritization and planning activities
Conducting formal portfolio management reviews of all IT projects assessing risk to timeline, budget and quality
Analyzing and communicating project status and risks while recommending corrective action plans
Providing guidance and oversight of the governance model for the UHIP project including:
Ensuring standards are well-documented and communicated
Defining and approving proposed process changes
Tracking adherence to standards
Developing and managing the rollout of changes
Assisting to define project metrics, dashboards and reporting to manage all aspects of the UHIP project
Leading all relevant senior level meetings in support of the defined governance processes
Providing leadership and guidance to continuously improve the EPMO function by encouraging process improvement including the implementation and updating of methodologies and best practices were appropriate
Performing other duties as assigned
EDUCATION:
Bachelor’s degree in MIS, Computer science or related field.
Master’s degree preferred
EXPERIENCE AND REQUIRED SKILLS:
12 - 15 years’ experience in Information Systems with a proven track record managing complex IT projects and leadership of technical staff
5 – 7 years in a senior management position in a large multi-divisional corporation Should have experience at the Director or VP level
Proven management and business skills
Proven knowledge of Project Management methodologies
Proven leadership, organizational and planning skills
Proven experience in operational IT environment
PMO knowledge and experience
Experience with Project Management tools and best practices
Experience with application development and software development life cycle methodologies
Experience defining Executive-level metrics, dashboards and reporting used in managing IT projects
Experience with budgets and financial reporting
Experience managing vendors in an outsourced relationship
Six Sigma Blackbelt a plus, not required
Healthcare or government experience a plus, not required
