Telecommunications Specialist - IT Telecom

Client is soliciting resumes for a consultant to assist the IT department in the area Telecommunications. This position will require written and verbal communications with telecom service providers and participants in the client' s  electricity market. Typical tasks will include: ordering circuits, both wired and wireless, and coordinating with our service providers on the installation and “ turn-up” of those circuits. Some of the challenges to be overcome will include: limited choice of media (i.e. no copper ); marginal to no service in the required area.

A secondary role will be to assist, on occasion, other team members in maintaining the electronics and communications systems that are deployed in a mission critical, 24x7x365 environment. These systems include: microwave radio, channel bank multiplexers, tone telemetry, MPLS and ICCP networks, phone turrets and associated automatic ring-down circuits, and satellite phones.

The candidate should possess excellent verbal and written skills, be a self-starter, and be able to work with minimal direction.

For the right candidate, the position will be a long term assignment.

Telecommunications Specialist Requirements


Telecommunications Specialist with five or more years of experience as an engineer or technician. Experience working in the electric utility or telecommunications industries is preferred.

Technical Skills:
  • Knowledge of voice & data transmission and protocols (e. g. TDM, SONET, IP-MPLS)
  • Experience in troubleshooting and maintaining voice & data communication systems (e.g. tone telemetry, multiplexers, channel banks, & satellite phones)
  • Knowledge of telephone communications in power station environments desired (GPR, Positron, fiber optic systems)
  • Ability to create technical write-ups and manuals
  • Ability to diagnose and repair communications systems using instruments such as: VOM, oscilloscopes, communication test sets, and spectrum analyzers
  • Knowledge of PBX (VoIP) phone systems
  • Experience in maintaining electronic support systems (e.g. EMS / SCADA or other process control systems)
  • Ability to read, interpret and produce engineering drawings, schematics, wiring, logic, interconnection diagrams


Administrative Skills:
  • Self-starter who can work with minimal supervision
  • Experienced in using Microsoft Office Suite, especially Outlook and Excel
  • Experienced in working with Telecom service providers
  • Experienced in working with vendors who provide maintenance for the client' s various electronic and communication systems
  • Good organizational and communication skills (written, verbal, interpersonal)
  • Participate in project status meetings and provide feedback to group
  • Ability to coordinate and lead vendor installations at remote sites
  • Capable of becoming proficient in all applicable client policies and procedures (Cyber Security experience a positive)

  • A degree in Electrical or Electronic Technology or equivalent experience, is required.
